The National Key R&D Program is the highest level of R&D projects in China, which is formed by the integration of the National Key Basic Research and Development Program (973 Program), the National High-Tech Research and Development Program (863 Program), the National Science and Technology Support Program, and the Special Program for International Scientific and Technological Cooperation and Exchanges, etc., and aims to conduct researches on the strategic, basic, forward-looking and major scientific problems, common key technologies and products, etc., which are related to the core competitiveness of the industry, the overall capability of independent innovation, and the security of the country. It conducts research on strategic, fundamental and forward-looking scientific issues, major common key technologies and products, etc., and provides sustained support and leadership for the main areas of national economic and social development.
Since the beginning of "the 14th Five-Year Plan", the university has taken the initiative to integrate into the service of the national major development strategies, aiming at key core technologies and other major strategic issues to carry out organized scientific research.
In order to succeed in coordinating the declaration of national-level scientific research projects, the school has set up a special team for major projects. In the project declaration process, school leaders personally counseled each project team, in a “closed office” environment, repeatedly perfecting the project declaration materials, and refining the content of the research. The Science and Technology Department (according to the pre-declaration, formal declaration and evaluation, and defense of various stages) has organized more than 10 project counseling sessions, seminars, and simulation defenses, for the project declaration to succeed.
The university leading the National Key R&D Program project made a historic breakthrough showing the reflection of the school’s scientific and technological innovation ability to make greater progress and the high morale of all the scientific and technological professionals “scientific research does not stop, scientific work does not cease”. As the next step, the university will take the responsibilities, coordinate the joint reporting units, strictly execute the Ministry’s project mission statement content, and organize the research forces — to ensure the high-quality completion of the tasks and to achieve the research goals.
